I use Meal-Master which is a DOS-based application but there are many Windows-based apps such as AccuChef and Now You're Cooking.

I mostly use Meal master (now freeware/abandonware) under vDos which
works well on Windoze - therough W-11. I also use a formatting program
called MMconv to massage raw recipes into shape for importing into Meal
Master, It's also a DOS program. If you're at all familiar with MS-Dos
you'll have no trouble with either.

I also have - and have registered (U$35 IIRC) a program called AccuChef
which several others in the Cooking echo use.

Third choice is Master Cook (free version) available from: https://en.freedownloadmanager.org/Windows-PC/MasterCook.html

I'm not a fan of the format it outputs - but some like it.

    Hobo Stew and Dumplings

    Recipe By :
    Serving Size : 4 Preparation Time :0:00
    Categories : Beef Breads

Amount Measure Ingredient -- Preparation Method
    -------- ------------ --------------------------------
    -----HOBO STEW-----
    6 Quartered Carrots
    2 pounds Cubed Stew Beef
    1 medium Sliced Onion
    1 Clove Garlic
    4 cups Boiling Water
    1 teaspoon Worcestershire Sauce
    1 teaspoon Sugar
    1 tablespoon Salt
    1/2 teaspoon Pepper
    1/2 teaspoon Paprika
    -----DUMPLINGS-----
    1 cup Flour
    1/2 teaspoon Salt
    1/2 teaspoon Baking Powder
    1/2 cup Milk
    2 tablespoons Vegetable Oil

HOBO STEW: Brown meat in hot oil. Add water, Worcestershire sauce, garlic, onion and seasonings. Simmer for 2 hours, stirring occasionally to keep from sticking. Add carrots. Continue cooking for 20 to30 minutes or until carrots are done. (Cubed potatoes may be added at the same time as the carrots, or leftover green beans or peas during the last 10 minutes of cooking). Remove meat and vegetables, thicken liquid for gravy and return meat and vegetables. DUMPLINGS: Sift flour, salt and baking powder together. Add milk and vegetable oil to make soft dough. Drop by spoonfuls over Hobo Stew, covering top. Cover tightly and steam without lifting lid for 12 to 15 minutes or until dumplings are fluffy. From:
