Pretty much. He's completely failed at securing our rights, which, according to our state Constitution, is his primary job.
The process of bringing a seated gov't official is more complex. This
was intended because our founders (in quite some foresight) didn't want power hungry elitists to use the legal system to lock up sitting
officials to prevent them from voting.
What's supposed to happen is that our representatives (supposedly our Senators and Representatives) are supposed to act in our place to
examine the evidence, try and (hopefully) convict.
