You are confusing TELEGRAM with TELEX.

Telegrams were printed in upper-case. Telex always has been lower-case.

You may be right, I have no examples laying around anymore.

Telex still comes in uppercase.

If you have doubts, just visit your local newspaper.
Or university (communications department).
