    Update Botan 3.13 upgrade TODO

    Replace the obsolete Botan 3.9 constructor-crash investigation with
    the planned 3.13 minimum-version and vendored-source update.

    Record the successful 3.12 exception and Valgrind verification, and
    require full system and vendored backend testing before compatibility
    code is removed.
