I think it *used* to be used by ecWebv4, but no more.
I have it in my mods directory, but it looks like nothing I have on my BBS is using it. I don't remember why I put it in my mods dir.
DM said it may have been used for ecwebv4.. Maybe that's why I had it, and it's probably no longer needed.

If your webv4 is up to date, you can remove that file.
