The binkout event is run when you scan new messages from your BBS or when new outbound mail is created in the outbound. It sends whatever new mail needs to be sent.
The binkpoll event is run when your binkpoll event runs. It is used to poll other nodes even if we have no mail/files for them. It's a timed event, you can set it to run as often as you need and nodes that have "Poll" set to yes in the binkp settings of echocfg will be polled.
The binkout is handled by a semaphore that is sent after a message is writen... It's not something that happens as a timed event??

When someone posts on your BBS the fidoout event is run and that triggers the binkout event if there is new mail in the outbound. The fidoin event will also trigger the binkout event if there is new mail to go out, so that all happens by itself.
The semaphore is set in sbbsecho.ini with the OutgoingSemaphore keyword.
The binkpoll event or events can be used to poll your links from time to time.
BINKOUT is the event that sends files to a link on demand (typically triggered by BinkIT).
