    Sure, Crimea can decide what path they
    choose. Not Russia.

    Russia can. Without Russia, Crimea's decisions could only be about
    joining the vacuum or separating from Ukraine. Crimea has always been
    and remains only Russian.

    The people of Crimea are free to decide for themselves. They can do that without outside intervention.
